Every time we get up to a government shutdown or their budget battles or what we’re going to fund in this government which the waste is probably $2 trillion a year in our government, we face the idea of bureaucracies and federal employees that are called non-essential. 

Hi, this is Bob Barney with The Plain Truth today and I want to talk about something that just really bothers me. This really should bother you, too and that is the idea that the government is as big as it is!

I’m talking about state government, even in many cases local government and especially the federal government. 

1:50 Right now, all of the new employees that are hired every year, about 60-70% of them are government employees. It’s not the private sector hiring these people, it’s the government and the government is becoming overly large. It’s been overly large now for 100 years! Oh the bureaucracy!

I have a quick question. If you’re a business owner, do you have non-essential employees? When a snow day comes or a hurricane comes, do you send out a letter or an email to your non-essential employees? Saying, don’t bother to come to work today because we really don’t need you because you’re not essential anyway.

Well, the government, about probably 75-85% of every government agency is filled with what they call non-essential employees.

If you want to know how many people it takes to run the government efficiently, just wait for a snow day in Washington D.C. and see how many people they allow to stay home and call them non-essential. To me, a non-essential employee should be what you would call an unemployed employee.

In Washington D.C., we always have this every year because we never pass a clean budget any longer.

I don’t believe we’ve ever had a budget…it has to be in 20-25 years. We just follow the continuing resolutions to keep the government funded and this is how you go from 16 trillion in debt, just 8-10 years ago, to 36 trillion in debt today because you don’t have a budget. It just keeps getting passed.

3:33 It’s like, there’s a story and I don’t know if this story is true, and if it isn’t true, I apologize but the story is still a good one…This is about an old guy, he was an old farmer, and this was back in the 1960s. This man was so thick that he was born in the 1880s or 90s, and he really wasn’t familiar with a checking account because he spent his entire life with cash. He’s retired, he’s an old man, and his daughter gets him a checking account to make life easier for him. She just said, Dad, you just write out these checks when you need to pay bills. Within about four months’ time, because she was also on the account, she starts getting notices from the bank that checks are bouncing and literally 20-30 checks are bouncing a week. She goes to her father and says, why are you bouncing checks? He replies, how do you bounce a check? She says, you’re writing checks out and you have no money.

He replies confidently, Of course I have money. I have like 1,000 checks left.

The idea is he thought as long as he had checks, he could write any amount. It may sound stupid, but that is exactly what your government does. They have no money. They have no money whatsoever. There’s a tragedy, and they all get theirs and they feel good about themselves.

We’re going to send $100 million to North Carolina for the hurricane damage. Sounds good, and maybe it should be done.

It definitely shouldn’t be done for Angola if you’re not going to take care of the American people first, but the idea is whose money are they spending when they decide to give money to people that had hurricane damage? Whose money are they spending? They’re spending money. It’s not even your money. Maybe it is your future being spent here, but it’s not even your money. It’s money we borrow from China, from the Saudis, from the English, from the Europeans, and from some Americans who invest in bombs.

It’s borrowed money.

5:10 It’s like having a checkbook with no money in there and you just keep writing checks into oblivion. With Congress and with our government, they never seem to have to worry about paying the fiddler like this old farmer did when all of a sudden, he found himself thousands and thousands of dollars in debt because he thought the checks were the same as cash as if you just write any amount on you want. That is why it’s a good story…because it really does signify what our government does…and so we get into these budget battles.

All you really hear on TV when you listen to the Republicans or Democrats talk surrounding this budget time is that the worst thing that could ever happen is the government gets shut down over not having a resolution passed…that they have run out of money, and they have to shut down the government. Well, I’m old enough, and most people listening out here are probably old enough to remember in 1994-5, 1996 when Newt Gingrich took over the Congress as the Republicans had won and he was the Speaker of the House.

They shut the government down twice!

And you want to know what? Everybody got their Social Security checks. Everything still kept running. The military still got paid. The military was still all over the world. Jets flew. The FAA was still in business. Air traffic controllers were still working. All the so-called essential employees stayed working. The other employees that stayed home, nobody missed them at all, and they didn’t suffer any because once the government got a budget, they all got the back pay. So, they got weeks of time off, and they got their money anyway. It didn’t even go against their vacation time.

7:58 What was the problem was then? Except showing the American people that you didn’t need those people in the first place.

Let’s discuss the misconceptions everyone has about the two government shutdowns under Newt Gingrich and the reasons why the Republicans lost the presidency in 1996. First of all, they didn’t have it. Bill Clinton was president when this all happened and number two, Bob Dole, who was the Republican candidate, didn’t have a prayer in hell to beat Bill Clinton for the presidency.

What nobody mentions is that Congress actually picked up seats in the 1996 election because people had a better view of Congress because of Newt Gingrich’s contract with America.

9:01 People saw that Congress, the Republican Congress, was trying to save them money and was willing to fight the Democrats for control and as a result they picked up seats. That’s never mentioned. Rush Limbaugh, to his credit, was the only one that ever really got into the government shutdowns to prove they were actually good for the Republican Party. They weren’t good for Bob Dole, but Bob Dole wasn’t going to be elected president no matter what happened. He could have run against Ronald McDonald, and he couldn’t have won. The government shutdown proved, under Newt Gingrich, that the United States needs more government shutdowns to show the people that many of the people that we’re paying for, many of the agencies that we have on the books, like the Department of Education, are simply not needed; they should not even be funded.

The number of employees working for the federal government probably should be reduced over a time span of four years by about 15 to 20 percent per year. Some of that can be done through retirement and attrition, but many of it is going to have to be laying people off that just simply are non-essential. This idea that the government wants and needs to fund non-essential employees is actually an insult to Americans intelligence. Like I said, there’s not a business owner in America that keeps non-essential employees on the payroll. It’s just ridiculous. It’s not even fair to the real employees that do all the work, because there are people that do all of the work of the government, and they get the same exact pay, the same exact benefits as the people who sit at home.

10:55 I think I brought this up in a previous broadcast, but are you aware that only six percent of federal employees show up to work each week? Six percent. Ninety-four percent of them stay home. Are you aware that the Biden administration who is trying to tie Donald Trump’s hands, just signed an order, an agreement with the federal unions, the employee unions, to allow them to stay home and not return to work for another five years! This being done so to make sure it exceeds Donald Trump’s presidency?

Now, Trump promised to take this to court and I hope that he can reverse it and I hope the courts go along. However, the problem you have is the first courts that he is going to are Democrat judges that are going to side with the Biden’s deal. They’re going to absolutely agree that Donald Trump can do nothing about it. It’s going to eventually have to end up in the Supreme Court. Hopefully, that court will see the nonsense about giving employees five years so that they don’t have to really work and never mind showing up to work. They’re really not working from home, most of them. It’s going to take two to three years for that to happen.

13:32 Realistically, the first two years of Donald Trump’s administration are going to be tied up in legal battles and court battles over migration. You think that Donald Trump’s going to be able to send back illegal immigrants willy-nilly? You don’t think courts are going to get involved? You think that many of the courts that are going to get involved are not Democrat judges that are on the take? Well, truth be told, right now, our justice system is severely broken. You cannot convince me that the judges in New York that found Donald Trump guilty and want to sentence him in four years are not on the take when his own daughter is a Democrat operative making millions of dollars a year from the Democrat candidates in the Democrat party. You don’t think that money is not being funneled to that person? These judges are as corrupt as anything the America has ever seen. They are totally, totally corrupt.

Look at this judge in Pennsylvania that Joe Biden pardoned who took millions of dollars in kickbacks by taking innocent children and putting them in juvenile detention centers so they could be sex trafficked. Did you hear about that? A judge took millions of dollars in bribes to help child pornography and child sex trafficking and Biden pardoned him. The man’s worth tens of millions of dollars from the bribes he got, and I don’t think he lost his money. I don’t think he had to pay back all the bribes. So, what do you think he did with some of that money to get out of jail and get a pardon from Joe Biden? Do you think he promised to donate some money to the Biden Foundation or the Biden Library or to Biden whatever that’s going to end up in Joe Biden’s pocket, the big guy, and Hunter Biden’s pocket and Jill Biden’s pocketbook? You don’t think that’s what went on in all these pardons?

It’s a known fact that most presidential pardons in both parties are pardoning people not because the people deserve to be pardoned, but they were paid to pardon people because they’re sometimes very rich people that got caught up in the court system, were guilty, and they’re in jail. They have the money when a president is leaving office to pardon, to buy a pardon.

16:01 I have a question for you. Why does a president wait until the last days of his administration before he decides to pardon people? Because he is aware that everybody understands he’s on the take and he’s taking money to pardon these people.

We have a corrupt justice system. We have a corrupt executive branch. We have a corrupt Congress. We have a corrupt Senate…and like I said, we have corrupt judges. Probably right now, the worst corruption in America is really amongst the judges of this country, more so maybe than the politicians because they are definitely fully displaying their corruption. You see case after case after case decisions that justices and judges make that are absolutely the most ridiculous decisions that nobody with an ounce of knowledge about the law could even agree with; they could not agree with the legality of these decisions. And this is the problem we have with this country today. We see this in this budget battle that’s going on. The same can be replayed any time in the future because always congressional budget ballot powers, you have the Democrats always getting whatever they want, money for transgenders, money for queers, money for this, money for one thing after another. They pay $150 million to test what the sex life of a fruit fly is, well, I don’t know about that one in particular but one that I know is true is that they test the homosexuality of chimpanzees. This stuff is what our government is wasting money on. Then they try to say that we can’t cut the budget even a dime because it’s all essential.

But none of these things are essential.

18:02 Then within this current budget battle, what does Congress want to do? They want to give themselves an $8,000 a year raise while the American people are suffering from the inflation that they caused from all of the nonsense they are responsible for. They expect to be rewarded with a pay raise for the awful things they have done to the American people. This happens every time there’s a budget battle. Like I said, this is almost like a show going on for us right now and a program that can be rebroadcasted every time there’s a budget battle. It’s always going to be the case because Congress is always going to earmark certain boondoggled spending, stupid spending.

We all remember back in the day the bridge to nowhere, right? They built a bridge in the middle of Alaska that didn’t even have a road going to it or away from it. However, they gave that contract to a contractor, a bridge builder who was giving donations to I think that was the Republican party candidates. This is what happens when you allow all of this money to go into the hands of legislators, of politicians, because they’re going to spend whatever you give them.

I have employees and I have over the years, many times you have different kinds of employees. I think anybody who’s a boss knows what I’m going to talk about. I think maybe people that are not bosses are going to figure out what I’m talking about. When it comes to money, you have two different kinds of employees. You have employees that are very money conscious, and they do not spend their money…they always have money in the bank. I have employees sometimes that go three weeks before they cash a paycheck. Those employees don’t need their money.

21:24 My brother Bill was one of those when he worked for the Nestle company that sometimes his paychecks got so high, my father would take him to the bank and make him put them in because my brother Billy was frugal, and he didn’t spend his money nonsensically. There are many people that when you are a boss, you see this employee always has money, always can pay for things. Then you have other employees, they can make over time, they can make thousands of dollars a week and work like a 60-hour week and make all this overtime during a holiday time where they get double time or triple time sometimes. Then in the middle of the next week will come to you and say, can I borrow $150 out of my next paycheck? How did you spend all that money last week? I don’t know, but I had to pay this or that they would say. My girlfriend had to pay this. And, you know, we didn’t get food stamps. You’re getting food stamps. This is the kind of things that you see what happens with some people with money. Some people know how to save it and some people just cannot have it in their pockets. It burns a hole in their pocket and they can’t even tell you where the money went. Of course, they’re covered in tattoos or smoking cigarettes constantly all day long. They’re going to a coffee shop four times a day and buying an $8 coffee and they don’t know where their money went. I have news for you. People who have money in their pocket all the time, people who don’t cash their paychecks all the time are not spending money the way I just mentioned it. They’re not going to a 7-Eleven and buying these power drinks that are $7 a piece two times, three times a day. You know, that adds up along with your four packs of cigarettes and things like that.

But getting back to the government here, when you have politicians that have unlimited money pouring in with taxes and then also selling bonds and selling your debt to foreigners, you have money in your pocket. You’re like the employee that no matter how much money you pay them in the middle of the next week, they’re asking for a loan against their next paycheck. That’s what you have when you allow an IRS to exist. If there is one agency of our government, actually, I will say there are three agencies of our government that need to be shut down in the first year of the Donald Trump administration. The first one, the most important one probably cannot be without an amendment to the Constitution and that’s going to take some time.

The IRS should be destroyed. 

It should be abandoned.

It should be done away with because income taxes should be done away with.

23:32 I’ve done programs before in explaining how the graduated income tax is actually breaking the Ten Commandments, the law of God. Specifically of the thou shall not steal, and thou shall not covet. What the graduated income tax does is makes you covet your next-door neighbor’s wealth. You tax it so you can have it and steal it from that person because he made more money than you did. This way you can call it making the rich pay their fair share when all you’re really doing is you are stealing from your neighbor. God calls that not only a sin, but the Ten Commandments are called deadly sins. If you break any of the Ten Commandments, the death penalty applies. You break the Sabbath day; the death penalty does apply. You break the law of murder; the death penalty does apply. Adultery, the death penalty applies. Did you know that? Using the Lord’s name in vain, the death penalty according to God applies. Well, the same thing here when you’re just spending people’s money and you’re taxing them and you’re stealing from them…t should be a death penalty in my opinion. We do not need the IRS and we do not need the graduated income tax.

I had an entire program on what I would do if I could be a dictator for a day. First thing I would do is abolish the IRS…then I would abolish the income tax, and I would pass a national consumption sales tax with a caveat to that. Let’s say it’s a 10% sales tax on all goods and services. Everything you buy, there’s going to be 10% added on. Like right now, you’re paying a 6% state sales tax in most places, four, five, six, some places up to 9% and you somehow can manage to do that. So you add on another 10%. But here’s the caveat to that. The government will then send every person in America every month $500. You get a check on top of your payroll, which by the way, nothing comes out of that payroll, zero. You don’t pay an income tax. You don’t pay a social security tax because you would be doing your own investing and your own 401k.

Let’s just do the income tax for a second. So, you’d get a full paycheck without at least the income tax taken out. Plus, from the government, you would get a check for $500 a month to cover the taxes you have to pay. Well, 10% of $500, that would be $5,000 times 10% is $500, which means you could buy $5,000 worth of goods and services, worth of food, clothing, whatever you needed to buy that month. You could spend $5,000 before you’re spending your own money. What would that kind of national sales tax do to this economy? We would boom. First of all, the government would be fixed on how many dollars it could get. Number two, they might get more dollars than we expect because with the income tax, do criminals pay income tax? Do drug dealers pay income tax? Do prostitutes pay income tax? Do all the mafia and organized crime pay income tax? No, because they’re doing things illegal. They don’t have to claim it. If you are going to charge these people a tax on what they buy, what they consume, well, drug dealers spend a lot of money. They buy exotic cars. They buy exotic homes. They buy exotic suits and clothes. You name it. They buy sneakers that cost $500 and they would all be taxed thus resulting in our drug dealers paying taxes.

25:12 Do illegal aliens pay taxes for the most part? No. But do they consume products? Do they buy things at the 7-Eleven or at the convenience stores? Yes. And they would be paying a tax. Everybody in America would be paying their fair share. Then for the more underprivileged people, they would actually be given money from the government each month to cover their taxes for a baseline of what they would spend a month. I don’t believe most people need to spend $5,000 a month. The people who do spend $5,000 a month on goods and services can afford to pay that extra 10% because right now they’re probably in a 35% tax bracket. Anyway, and that would go away. The economy would boom like we haven’t seen it in 120 years. And that’s the plain truth.

The economy would boom like you’d never seen it.

Getting back to this idea of non-essential employees and bureaucracy in the American government, it needs to be done away with.

We need to get rid of the IRS. The second thing we got to get rid of is the EPA. The EPA is nonsense. Just total nonsense. We do not need it.

26:00 The third thing we got to get rid of is OSHA. Put the EPA and the OSHA under state authority where it belongs. Let the states control their own things. Now the government through Congress can mandate certain laws that every state has to follow when it comes to the environment, for example, because the environment really affects the other states. If you allow Pennsylvania, for example, to pollute a river that flows into Maryland, then that state of Maryland is being harmed. So Congress’s job, therefore, would be to pass laws which forbids states from doing certain things to harm the environment. Then those states have to follow the law of Congress…you don’t need an EPA. Same thing with OSHA. Put OSHA in the charge of the states and you have federal guidelines of what things the states must mandate. Federal guidelines. You don’t have to support that. You don’t have to give them money to get those guidelines and use that as a thing because you use the court system, if it wasn’t so corrupt, to force the states to follow federal law. At the same time, states can handle their own problems when it comes to OSHA.

We don’t need those three agencies right there.

That would probably be a half a trillion dollars a year in not only the spending but what they cost businesses. While OSHA, what the EPA, and what the IRS cost businesses, which therefore cost you who consume what those businesses make or do or service, cost you billions and billions of dollars, probably to the tune of a half trillion dollars a year, gone off the records. America would boom like you’ve never seen it. We do not need bureaucracies.

The United States government needs to get on a diet.

27:30 I became very overweight. I was quite overweight for a while with medical conditions, and I decided to get healthy about four or five years ago. I had struggled, but I get up every morning really early and I do an exercise program for over an hour, hour and a half, and then I go into the sauna for a minimum of 45 minutes to an hour. Then I go to work and I’m at work when it opens. I work most of the day. Sometimes I leave a little early. Sometimes I leave later than anybody else and I go home and I’m in bed by nine o’clock at night sleeping. But I’m trying to get lean, and I’ve lost a lot of weight. I’m trying to get healthy, muscular, and I’m approaching 70 years old because I want to try to live until I’m 80 years old or 85. The truth is statistically I’m not going to, but I’m going to try to and I’m going to do everything I can. I try to walk 7,500 steps a day and I do some of that by bicycling in the morning when I’m doing my exercises and walking. Sometimes I have to make four or five phone calls and it’s a decent day. I will walk up and down this long driveway at work and do my phone calls by walking at the same time. Kill two birds with one stone.

This is what our federal government needs to do. It needs to get lean. It needs to lose a lot of weight and that is by getting rid of a lot of people that are working that are not really even working. People that are getting a salary to do nothing. To stay home on their keisters and watch tv and make believe they’re working. The IRS is just a disaster, and it needs to go.

The EPA, IRS, and OSHA and there are then other agencies. Department of Education, total waste. Get rid of it. There are so many agencies we need to get rid of. The Pentagon, we need to really slim down our services. We make a different jet for the Marines, for the Navy, and for the Air Force. We make different things for each division. We need to unify some of our spending. We need to get control of what really is important in this country. Build a great defense system. Build stuff that are needed and get rid of what we don’t need. The FBI for example, they have a great lab. They do great lab work, and they can really do a lot of stuff in investigating crimes and helping local and state police forces.

We don’t need the FBI the way we have it now.

All they are comprised of are political lawfare people that go after political opponents, namely Republicans like Donald Trump. They need to be gone. We lived without an FBI, you know, for 150 years and if the government goes on a diet and gets exercise and gets fit again, we’ll be the envy of the world. That’s what America can be.

We also have to get back to a living God. We have to realize that the God of the Bible is the God that controls the destiny of this country and that the United States of America is part of lost Israel. We are the Ephraim, the 13th tribe of the tribe of Israel. 13 is our number. We have many programs on the identity of America in the Bible. We have to get back to God. We have to get back to God’s laws and we have to get back to sanity. We could follow a good government, an honest government, a moral government and if we can do that, we will correct ourselves from the hell we’re putting ourselves into.
